Easton SCL1 Synergy Clear Slow Pitch Softball Bat

I am interested in starting a youth slow pitch softball league. All of the softball leagues in my area are now fast pitch. I want to offer another option to children, but I am unsure of how to go about it. There is a lot of interest in my area for slow pitch but I need to know if there are permits I needs to secure, sanction fees I need to pay, bank accounts I needs to open, etc. Any information would be helpful.
